I think the misnomer derives from the fact that it has the number 4 in the title, as if it was the 4th choice to program that night.  When, if I recall correctly, BBC4 caries a cerebral lineup much like the better shows of PBS and HBO put together.  It is a smaller audience but a much more open minded and savvy one.
