As a UK citizen, I'd say that "green light" in this case means that there's nothing stopping it - as opposed to saying it's a definite go-ahead.

You really shouldn't mess with a "Wolverhamptonian". I've been there, it's a dump and everyone puts the crappest aftermarket stuff on their cars - most people would pop you for as much as walking near their cars

I don't have much more to add that hasn't been said, but you're right, the Land Rover Defender is the most fun car I've ever been in. Not bad for a utilitarian off-roader!
