I don't think I'd say "conniving". She's not a schemer, like Littlefinger is. She's just finally accepted that she has to be willing to cheat to win. And she's been pretty slow to learn that lesson.

Eh, he doesn't need to be a fully developed character—he just has to be mean & evil & hard to kill. I don't think anybody is trying to make us care about him.

I wouldn't call it grandstanding, ranting, or even monologeing. Oberyn was obsessed about his sister's—and her babies'—brutal murder. You can hardly blame him for that. But his obsession left him vulnerable, let him take his eye off the ball.
