Kind of. Sicker people can be bunched together and they fend for themselves, while healthier people get a healthy discount. I’m not sure how widespread this is, but that’s how the Trump admin is destroying the AHCA; disincentivizing (no penalty for not having healthcare) signing up for healthy people and concentrating

I’m glad that Kentucky believes there are two parties, but there seems to be a disconnect, at least from a perception aspect, of what Democrat means in Kentucky. I’m alluding to Kim Davis, now a Republican.
