I would definitely say decide where you want to go first. Make a shortlist of potential cities/regions and figure out your absolute “veto” issues. For example, language, healthcare, weather/climate, affordability, etc. It’s a BIG decision so it’s okay to take it one step at a time and take your time with each step.
