I second the part about FAA taking any deviations very seriously - that being said, this was recorded in New Zealand, a bit beyond even the FAA's jurisdiction.

You are correct in your evaluation of the FARs (Federal Aviation Regulations) however the video description on YouTube indicates that the aerobatics were performed in New Zealand where there are no such regulations to wear a parachute.
That I believe is actually the canopy release handle. A whole frame parachute has a standardized (but still red) handle - it is aluminum and T-Shaped rather than the lever you see there.
