I don't completely agree. Heavily serialised shows are obviously going to struggle to maintain quality, but SHIELD was developed as a procedural series. There are plenty of TV procedurals that manage to maintain quality over 22 episodes. Are all the episodes as good as each other? No, but even shows with 13 episodes…
