Try to run the “Update Troubleshooting” multiple times and accept all the fixes it suggests. This worked for me very recently. My laptop was stuck to 1803 and couldn’t finish any updating since Nov ‘19 and I only saw that Update has its own Troubleshooting a few days ago.
