Exactly and no way they can change the way they work. They are slow, the nature of their work make them slow and non competitive. I did a an emergency Drydock in a military shipyard and was hell. And we only had to pull a shaft. 

Complete sections. When the shipyards are too busy or to build it faster they build sections in other shipyards and they joint them together. Like the entire bow of the ship come complete from another shipyard and they connect to the rest of the build in the main yard. 

They can bid to build , if they are competitive with price and can deliver a ship in 18 months. There is a reason why they don’t. The hull can be build, nothing else. Pride of America the only cruise ship build in America had to be finished in Germany.
