I'm not sure if they're being serious. Because if they are being serious then it's pretty fucking stpuid as they're effectively doing nothing to reduce a serious problem while thinking they're doing something.
Not very useful when some AAA games are doing a piss poor job at optimizing their games on the PC.
I reckon there were games around lauch that ran 1080 resolution. But as graphical fidelity advanced, performance became an issue and now at the end of 7th generation, many games barely run at 720p and 30fps, sometimes even sub 30fps.
