Well, from my experience if they’re running your question it should have been done within a week or two. One of mine was accepted a while back, and I think I had only submitted only two or three days prior. At most, it was less than a week.

Sure, and I’m well aware of that. But it’s still compensating my server for service that he/she didn’t do (the tax). I may well think my server was really awesome, in which case I’ll just tip more, period. But there’s no logical basis by which to calculate the tip on the post-tax.
