Clearly you are unaware of the mixed messages our ambassador to the ME, April Glaspie, communicated to governments of Iraq and Kuwait.

I never referred to the issue as a “border dispute”. It was always an issue of Kuwait stealing oil from Iraq. And it is very likely Kuwait was doing exactly that. Had Hussein been a bit more popular with other countries, his plea to the UN to remediate the issue might not have been ignored.
I suggest you read Glaspie’s report on her visit to the ME.
None of which would have happened if GHW Bush had told Hussein to cool it. Instead our ambassador told both Kuwait and Iraq we had no interest in their quarrel.
The reduction of military forces was termed a “Peace Dividend” by GHW Bush, who begin the turn down and boasted of it in his 1991 SOTU address. His successor continued with the draw down.
April Glaspie, GHW Bush’s ambassador to the area, told both Kuwait and Hussein the US was not interested in their squabble. So Kuwait continued to steal Iraq’s oil and Hussein dealt with Kuwait as he saw fit. Had Glaspie been more direct about our interest in the issue the Gulf War might never have started.
