It happens. Sometimes the right lane is right turn only and the next lane over is right turn or straight. If the driver in the right lane goes straight which would be illegal, and the driver to his left makes a legal right turn, this is what would happen. I have no idea if that is the case here.
I think that’s why they told him what to google.
