Conservatives (and most parents, really) would have the biggest hissy fit if publicly funded parenting classes were even suggested. The govt. wants to tell you how to raise your kids! How dare they?!

What's more, many studies show that exposure to violence at key times during a child's development normalizes violence for them. This explains why so many people who were "spanked" as children are okay with it as adults.
