Disagree. Read through the comments, there are plenty of ways described that this works quite well. That it didn't work for you doesn't mean it didn't work, period.
Stop thinking of it as a commercial, because it isn't, and that will help. It's a PSA, a Public Service Announcement, and they are meant to educate and call people's attention to a particular issue they might not normally be thinking about.

Like a couple other commenters said, I thought it was kind of like, "Okay, Daniel Craig. Try being a woman." And he does, then he hears all the statistics and realizes that even he, James Bond, does not have the fortitude to be a woman in th face of all this crap. Thus the removal of the wig and earrings.
I like the drag. It re-emphasizes that women are perceived as less than men. Craig loses power by putting on a dress, he becomes less than. I think he is supposed to look uncomfortable: he seems to be mourning for the treatment of women. He takes the wig and earrings off sadly, like he can't take being a woman in these circumstances.
