The character is called "Tyrannosaurus Reich", & appeared, just once, in a late 90's DC Comics series entitled... I kid you not...."Major Bummer". It's from an entire world of Nazi dinosaurs, one that is clearly in desperate need of revisiting. It should be the vacation destination for the next JLA/JSA clambake.

The specific skit was entitled "Bullshit or Not", & was hosted by Henry Silva. It was a spot on parody of an old 70's show called "In Search Of", which was hosted by Leonard Nimoy. As Ruadh pointed out, the skit can be found, among others in the 1987 film "Amazon Women on The Moon".
