Yes. In fact, I sat in on a middle school class where they were passing out a handout on what plagiarism is and is not. Including the information that you couldn’t just use a thesaurus to come up with new words. If you were “translating” an idea word for word (very for extremely, etc.) you were still plagiarizing.
