Naw, can be useful for transport of light goods, where a drone can’t fly far enough and where a selfdriving car would be too big. Could also be useful for tedious testing of - say - motorcycle tyres or other time-consuming tests.

Because said allies can see the benefits in Russia conducting flights over their territories. Remember that the whole idea is to reduce tension and mistrust, not to escalate it. Whatever one may think of the current US administration, most people can probably agree that de-escalating does not seem to be a major trait.
As the article points out, the US can get better info from its satellies, but the other 32 nations cannot. If the US withdraws, it will hurt those nations, many of which are its allies. You may or may not have forgotten that there’s also a world outside your country.
