She's, also, you know, eleven years old when everything in the series happens. It's not entirely fair to expect her to act like an adult when she has every right to act like a clueless, scared little girl.

In the later books, Sansa's storyline becomes my favorite. To be honest, I kind of lose interest in Arya when she goes on her great adventure in the fourth and fifth books. I know I am greatly outnumbered by Arya fans though.

Thing is, I think Cersei can see it a bit which is why she regards Sansa as potentially dangerous to her position. Not as imminent as Margaery, but still.
