Or an oversight, or a debated area of law. You can't just automatically assume they're cheating.
As someone who actually studies the economic effects of regulations at the microeconomic level, I can tell you that there certainly are examples of the EPA making rules that are “overly strict”. This, however, ain’t it... this isn’t the EPA making up a “nitpicky” rule just to stick it to Tesla... this is Tesla failing…

Once this mod is released Half Life Alyx, which currently has an overwhelmingly positive rating on Steam, is going to get a huge influx of negative reviews as people experience a game that isn’t designed for pancake gaming. You don’t need the actual Index to play this, or any, VR game. There are plenty of VR or “Mixed Reality” headsets that can offer perfectly solid experience for a fraction of the price.
