Well, sure, people may refuse the vaccine, but in the event of an outbreak where that many people are at risk of death, if there is a vaccine developed, Trump will absolutely direct the federal government to distribute the vaccine for free, because it would be electoral suicide to do anything else.

I would never expect a cogent statement from the White House, even when they ultimately decide that any vaccine they figure out is going to be distributed en masse if there is a meaningfully large outbreak.  

That’s big talk, but the reality is that if there is a large outbreak, the administration will be distributing doses of any vaccine for free.

It’s a good deal and also seems like a solid business move.  The marginal cost of a cup of coffee is peanuts and getting people in the door for coffee is definitely going to translate to them grabbing stuff to eat.
