For an 8 year old game, it's telling that map rotation algorithms is the worst sign of neglect you can think of.
But it is not like it is unprofitable for them. They have a dedicated team that still curates hats and weapons, which means they have people who are still actively engaged with the community. These same people should be able to be more proactive in helping get "newer" maps into game rotations.
Amazon most certainly has the capital to fund a big project like a video game. The question is would they create a in-house development subdivision or become a publisher for smaller companies to release games through?
why not? they primarly made games for other consoles, namely playstation, and almost every other ‘exclusive’ xbone game eventually came to the PC
