Yes but when an Air Force fighter wing had 3,200 people and 60 fighter aircraft and all the support for those members and their family. Granted a ship is going to have different maintenance needs than a base, they don’t have to worry about snow removal repairing roads housing etc.
Looking at the map Utah has an 80 mph speed limit and Hawaii is the slowest with 60mph. Yet Hawaii (11)ranks just above Utah(12) on fatalities per capita. One could argue that the snow , mountain terrain and congestion around Salt Lake City are bigger factors than speed.
