I think it’s like most police/fire/military type jobs. You go through an academy/bootcamp/training period where you get low pay. After that training is completed you get a promotion and raise. You’re no longer a recruit, but now probationary. Once you pass your probationary period you get another raise and pay boost.

Totally agree with the real time replay. Have a review official in the booth who watches every play, there is at least 10-15 seconds between plays which should be enough time to review most play. If there is a challenge called for, the replay review can have a confirmed/overturned ready for the official almost

On non-challenged plays the refs make the right calls most of the time. So the interpretation of the rule comes down to on replayed plays, why not define “ability to perform a football move” as a time period in seconds of firm control of the ball without movement. Have a timer on the screen which the ref can control.
