Oh sorry. Cook PVI is a measure of who much a Congressional District leans Republican or Democratic relative to the country at large. So R +3, means the district leans Republican; D +3 means it leans Democratic.
Gerrymandering needs to be fixed, but the goal is not necessarily to flip to districts to Democrats. The goal is to elect anti-Trump politicians.
Gerrymandering is no doubt a problem, but not insurmountable.

There is nothing wrong with screening for terrorism. All of the folks detained or banned from traveling to the US have been through a 24 to 28 month screening process and many have lived in the US for years.
