I'm saying that relatively speaking, compared to Canada and Australia, immigration is much, much tougher in Japan. And way more racist (in an official capacity). Hell, they tried to get a bunch of immigrants to go home and agree never to come back a few years ago...

You imagine incorrectly. As a Canadian immigrant to Australia who has lived in Japan, emigrating long term is seriously difficult. You can get a series of short visas, but last time I checked, PR takes 10 years.
