Pretty much has to do with older standards for these jobs. BAck in the day you didnt really need a related degree just pass through some rigorous interviews and training. Several of the people int he agency for more than 10 years said they were just hiring off the street.

You are forgetting the first rule of racial slurs. It is not up to the person using the slur to decide it it is offensive or not. That determination is up to the target of the slur.
