It was HBO literally rushing him. Even the exec responsible for it came out and said they pushed him and gave him a really small window to complete the second season. Which also made Pizzolatto cut out the original "occult" aspect he had planned for it due to those constraints.
I did have a chuckle about that as the movie went on too.
