You have expressed the conundrum very well. Pedophilia is not the same as predatory behaviour. A child does not magically become an adult at the age of 18 or 19 or whatever the age of consent may be in various locales. There is a lot of nuance here.

I think you mean New Brunswick has a small population with a larger proportion of bilingual speakers. There is a difference.
