IMO the smartest thing they could do would be to leave as many Obama appointees in place as possible and work up to replacing them gradually over time.

Oh I agree, but in cases where it’s your child there is a direct sort of responsibility involved up until they’re adults at least. Most parents unfortunately don’t do a good job cutting the cord after that point, though.
