Shooting out tires doesn’t stop a vehicle from rolling or going anywhere. It just screws up their steering and makes them unable to go quite as fast as they otherwise would have. Pistols also lack enough power at range, so the cop in this case was basically right.

At least we know the package was held securely and possibly squeezed very tight.
