Possibly, but Audi's team was so revolutionary drivers were leaving their teams from all over to join Audi's team and try for a championship. Audi definitely changed everything about rally for the rest of forever.

Damn, if you bring their bikes into it, they probably do have the most involvement and success.

Subaru has at least three constructors titles, and I think Ford has a few.

I'm a huge Subaru fan, and I do think as far as small Japanese manufacturers they are dominant, but they aren't quite at the level of Japans big three and Americas big three. Admittedly though, they have a history with rally that's almost as long and storied as Ford's, but they've never been quite that dominant.

They've competed in GT300 in Japan since like 2004-ish (I could be way wrong) but they actually dominated in 2008 winning a championship with Cusco. They also consistently do the Isle of Man TT and they have a very successful Global RallyCross team. Oh and they compete at the 24 hours of Nurburgring.
