That sounds like an awesome system, except large segments of our American populace don’t really like all that fancy learnin’ stuff.
I’ve said it many times, but if you want to fix, say, public schools and minimum wage, make it mandatory that public servant’s kids must be enrolled in public institutions, and link Congressperson’s salary to 3-4 times minimum wage. They’d both be sorted out in a matter of weeks.

There’s some finer points: Local schools are largely funded by local property taxes, so high-income towns with desirable property will be extremely well-funded, and crummy poor towns will have crummy poor schools.
