First of all, he didn't 'put this on green screen', its part of a student fine art project that he helped out with. This is well documented.

The reason it was cancelled was because the Nova Scotia government axed the film tax credit so it was no longer as cheap to film there (here, actually. Im from Nova Scotia)

I think I saw another comment on here about it, but the same director made New Waterford Girl, a great coming of age story set in Cape Breton Island, Nova Scotia. My friends play the main character's sisters.
The scenes he showed in the first half went on way too long. Montage is easy and was way more effective.
