First of all, Android devices will ultimately be far more diverse than desktop PCs. They might one day be part of urban infrastructure, as well as your car and your smartphone.
Take a look at Phoenix, which has implemented your idea. Vast strip malls means plenty of parking, but there’s no walkability and it makes small/independent business hard to stand out from the crowd.
