my old service manager moved to Oregon from the Bay Area and had the “HOV OK” sticker on his second-gen Prius. When he upgraded to a third gen, he took his old one back to CA because with the HOV sticker it was worth ~$1200 or so more in trade in because of it.

It’s not like the residents of the town are the people who built the cars or any of the other products they’ve taken. What did those companies do to provoke this?
