IMO what you’ll find is that people this would aim to help will quickly turn those refurbished cars into crap at a least as often as the default rate. This isn’t true. While withholding might be higher (a $1k bonus would have a 25% federal tax withholding), income is income. That person, if they were in the 12% tax bracket, would get money back when the file their tax return.

Bonuses are taxed at whatever rate your final tax bracket will be, you are probably thinking of lottery winnings.
