Withholding and tax rate are not the same. If too much is withheld, you get the money back as a return. If too little is withheld, you cut a check to the Treasury. Unless the bonus bumps a person into a higher bracket and taxed at the next progressive rate, bonuses do not get taxed at a high rate.
