Step 1: is the committee voting to release the documents for viewing of the entire House of reps. This is open for all members of the House to view the document for 7 days.
Step 2: is then the same committee voting for release of the docs to be sent to the president.

McCabe states the INFORMATION that was used was also in the dossier. Was the dossier the sole source of the information? Had it been corroborated?
