If he wanted to go he simply waive extradiction hearing, ala Dudus, or better yet when the indictment was unsealed by ticket and show up at JFK or MIA and say to customs I am Jack Warner. The insurance policy part is true, in light of what went down with the QC last year.
However Trinidad does, and they may want to proscute folks and they need Jack to testify, hence they may not send him until all thats done with. Also the US may have jurisdiction if the money flowed through US banks to pay for electoral fraud.
Its for the T&T domestic audience...my guess is a bid to open criminal cases there on the current government which would require him not be extradited and garner sympathy with the public so there is a groundswell not to send him to New York and the feds.
He may also be setting himself of as witness to crimes in T&T since foreign financing of campaiagns would probably be a crime. Hence his extradition could be held up while that moves its way through the notorious slow legal systems of the anglophone Caribbean.
I think he knows this, hes taking people with him though, and positioning himself as cooperating witness on more serious crimes in T&T so they wont send him to Face charges here and if that fails taking everyone down with him. Dude is a crook but no dummy.

As anyone who has worked in a multinational company should know, its illegal for US companies to pay bribes to solicit business, people at these companies are gonna be pressured to snitch cause they could be defendents if they dont.
While the issues you present are problems in the US justice system, these dudes wont have this issue. The big reason fed high conviction rate is that they get to choose which cases they take as they overlap jurisdiction with state cours which have much lower conviction rates.
