Terrell, first off, welcome to FA and thanks for your first article. I mostly enjoyed this, but I do have a few criticisms that I hope you’ll consider for future postings:

It is not about alienating Russia, actually. Putin has shown a clear disdain for international norms, such as invading Ukraine, menacing the Baltics and Poland. It would be one thing if Putin wanted to respect their neighbors’ autonomy, but they do not.

Whatever it is, arresting the decline in force structure & capability seen from the previous administration has to be a priority.
