Well, a government only has the social obligations that it chooses to take on.... however I had a look and while data is scarce enough, Social welfare expenditure in Russia is still sizable, a bit below European norms, but certainly burdensome...
I should have mentioned that natural gas, while cheaper, has not fallen to the extent oil has, so the major gas producers are not doing as badly as the ones producing more oil.
The result being that their reforms were pointless & resulted in too many formations with each hopelessly under strength compared to reformed US or Russian brigades.
If a poorer nation like Russia can maintain 4,500 warheads & 10 SSBNs, the UK can well afford maintaining 200 warheads & 4 subs.
