There is no “big push”, its just the culmination of a near decade long accession process for Montenegro.
Anyone familiar with a map will notice that Montenegro is quite a trek away from Russia....
It should be noted (and I’m unsure why the author did not bother to clarify) that Montenegro has been on the path to NATO membership for about 7 years & has been a member of the PFP for over a decade.
