I completely agree. And considering there was on this site an article about a patron suing TGIF for not listing drink prices, I don’t think this is legal, ethical, or appropriate unless it is clearly indicated that all bills will have this surcharge.

You may not be able to expense it, but you could definitely write it off your taxes as a tax exempt purchase.
