Why do you think it would work out that way? Odds are that trying to spend trillions of dollars by dint of EO would simply not work. Courts, including liberal ones, would likely shut it down while the constitutionality was explored, it would be injuncted into nothingness. Not even Trump tried to stretch an EO that far.

Even then, best case scenario is still having to get precariously position senators in purple states like Manchin & the two Georgia senators to sign off on legislation. Climate legislation that goes after emissions is DOA.
