If you want to try it for free, there are mods for Arma 3 and Arma 2, including maps/missions that simulate the game without a mod. Be warned though- Arma’s real virtuality engine makes a huge difference.

In other communities playing similar games(dayz, etc) that sort of exploit is usually branded metagaming-using something outside of the designed game to gain an advantage.

Congress actually votes like that a lot, its just that those votes are rarely hyped. In this case, both parties needed to persuade their members to vote in order to get a veto proof majority, given the way trumpy has approached the issue. In addition, this vote gives congress more power, and they never vote that down.
