Many teachers in US are afraid because their schools are more afraid of lawsuits from parents/Obama administration to protect teacher’s safety. It’s too much to ask teachers to take care of the safety of others when their own safety is not valued by the school district/parents/Obama administration.
It’s not uncommon for many rural villages in Japan to only have old people with really young child. Young people of working age exdous to big cities for better jobs/education oppunitities. Some times, young infants are sent back to “inaka”/country to be taken care by grand parents until they are school age.
