There is no evidence that any IUD stops implantation; they operate by preventing fertilization. Paraguard thickens cervical mucus which, along with the copper wire in the device, acts as a spermicide. And as you said, Mirena/Skyla/etc. also are spermicidal with added hormones to prevent ovulation.

I am really very curious about whether the worker who diagnosed the IUD as a pregnancy was doing it in a deliberately misleading way or if it was a diagnostic mistake. Neither would surprise me, but it'd be interesting to know.
