This is true for Philadelphia also, but it’s called the wage tax. It applies to all workers but is different for residents vs non-residents. Probably many cities with depressed urban areas surrounded by densely populated suburbs have to resort to this because so many people commute vs. living in the city.

I used to teach at a tiny private school in Schenectady (and am not from NY and don’t like there now). Some kids came from there from Niskayuna. This is the first time I have ever seen anyone mention the name Niskayuna since I left the Hudson valley.
