I think that may be the wrong question to ask, I think the better question to ask is whether the premium price at CarMax is worth the relatively low hassle experience versus another used car dealer. 

My work PC takes 15-20 minutes to log off or shut down, and that doesn’t include time installing Windows updates.

Buy a Samsung SSD, it comes with disk copy software so the whole process of swapping drives and cloning to the SSD should take less than an hour with maybe 10 minutes of that being actual ‘work’. The software runs inside Windows so you don’t even have to boot onto a different disk of any kind.

I just don't want to do it lol. It's absolutely worth the money, it's just not worth my effort.

I even put SSDs in my parents/friends cheapy laptops, it’s well worth the money.

In 2019 there is no reason to have a PC OS boot off of anything other than an ssd. Spinny discs still have their use for “cold” storage situations where speed isn’t important, but anyone experiencing this problem on their personal machine who is not using an SSD should remedy that situation first. Full stop.
